The 2700 North Corridor Is Quietly Becoming Farr West's Town Center

Drive west off I-15 at exit 351 on a Wednesday evening and count the turn signals. The McDonald's drive-through spills onto 2700 North, Maverik's pumps stay busy past dinner, and the fields between them still look like fields. That empty middle is the part of Farr West that is about to change the most, and if you live here, the sequence of what happens next is worth knowing before the orange cones show up in your commute.

For a city that has grown from 5,928 residents in 2010 to 7,691 in 2020 as part of the Ogden–Clearfield metropolitan area, Farr West has never really had a center. Errands scatter. You go to Pleasant View for the grocery store, Harrisville for the hardware run, North Ogden for a sit-down dinner. That is what 2700 North is quietly rewriting.

What the March approval actually locked in

The headline everyone saw was Target. The document underneath it is more interesting. A new retail development centered around Target was approved in Farr West in March 2026, with the Farr West Landing project reaching final approval, recording, and groundbreaking; it will sit at 2700 North near the McDonald's and Maverik, site work has started, and construction on the Target is expected to kick off in the fall.

The scale is bigger than a single big-box footprint. Target plans to open in Farr West as part of a 50-acre development that also includes apartments. A site map provided by Farr West shows 13 other possible commercial sites at the development location, making for a possible 269,065 square feet in new commercial space in all. That is enough square footage to reshape what "going into town" means for a Farr West household.

The city's public-money position also shifted late in the process. Mayor David Bolos framed it this way in the March release:

"With the support of our City Council, staff, and legal team, we updated key terms in the Participation and Development Agreements to better serve our residents. These revisions allow Farr West to begin receiving sales tax revenue from day one while still securing strong long-term returns."

Under the revised terms, property tax participation was eliminated, removing around $10 million in proposed public contributions, total public investment was reduced from $23.4 million to $11.6 million, and the city receives 15% of sales tax revenue beginning immediately. For residents watching the mailbox for a property-tax bump, that structural change is the one to hold onto.

The sequence, not the marquee

Here is the order things are actually happening on the ground, based on the approved plan and current site activity:

  • Now, summer 2026. Site work is underway on the 50 acres northeast of the I-15 and 2700 North interchange. The development site is largely vacant, but 2700 North is an increasingly major thoroughfare in the area and home to a growing cluster of fast-food outlets.
  • Fall 2026. Target vertical construction begins.
  • Contingency. Provision of the tax increment funding is strictly contingent on the development of an operating Target retail store no later than 2029.
  • In talks, not signed. Farr West City and the developer, Woodsonia, are in discussions with several well-known restaurants and retailers, including Olive Garden, LongHorn Steakhouse, and In-N-Out Burger.
  • Housing component. The plan includes retail and commercial buildings, a 260-unit apartment complex, and a new road that would connect to Pleasant View City.

That last bullet is the one most residents I talk to have not fully absorbed. A new road link to Pleasant View means the corridor stops being a spur off I-15 and starts being a connector. Traffic patterns on 2700 North after Cherry Days and Pleasant View's summer events will not look the same by 2028.

The traffic question, said out loud

The mayor has already flagged the pinch point. Bolos said one lingering concern is the impact the development would have on traffic at the I-15/2700 North interchange, already problematic at times; upgrades are needed, but that's the realm of Utah Department of Transportation officials.

Anyone who has tried to make a left off the offramp at 5:15 p.m. already knows this. What is new is that the fix now depends on a state agency's schedule rather than the city's. If you are planning a home project that involves contractor trucks, or you commute south into Davis County, the honest read is that the friction gets worse before UDOT relieves it. The upside is that new sales tax revenue going to the city in the first 10 years of the project would total nearly $800,000, and that money can be programmed into local road maintenance decisions that do not require a UDOT signoff.

The anchors already on 2700 North

The corridor is not a blank slate. It has quiet regulars that a lot of new-to-Farr-West households miss for their first year here.

Remuda Golf Course sits west of the interchange. It is a regulation 18-hole, par-72 course with a full sized driving range with grass hitting stations and covered mats, and it is one of the few reasons non-residents intentionally drive into Farr West rather than through it.

Jerry's Nursery, Garden Center & Landscape on 1410 N. 1900 W. is the local answer to a Home Depot run for anything that needs to live in soil. It shows up in the Farr West City active business license roll dated January 2026, alongside Farr West Barber Shop on 1880 N. 2000 W. and Farr West Auto, all long-tenured operators that predate the Landing conversation by years.

Costa Vida is the freshest name on the corridor. Costa Vida Farr West posted hiring in March 2026 for a new location opening in Farr West, with training beginning immediately. That opening quietly moved the corridor's food options from "drive-through only" to "sit-down burrito with a paper number on your table," which is a bigger shift for a weeknight than it sounds.

McDonald's and Maverik remain the reference points everyone gives directions from. That will not change after Target opens. It will just mean the reference points are three deep instead of two.

Smith Field Park does the work a town square usually does

Until 2700 North fills in, the community-gathering job in Farr West still lands mostly at Smith Field Park at 2500 W. 4000 N. This summer the park hosts the city's biggest week. According to America250, the Farr West Freedom Festival includes the Freedom 250 Kick Off featuring Utah Mounted Thunder and GENTRI's Casey Elliott, Stars, Stripes, and Saturday Night Lights, Movie Night featuring National Treasure, the Freedom Rodeo Under the Arena Lights, community activities, and the Independence Day Celebration. If you have kids who ride bikes to the park on their own, this is the week they are almost certainly going to try to ride there after dark. Plan the pickup accordingly.

Once the Landing opens, Smith Field Park does not lose its role. What changes is the errand loop before and after. Right now, a Saturday morning goes park then grocery-store-in-another-city. Two years from now, that loop closes inside Farr West.

What all of this means if you are not moving

The temptation with a post like this is to pivot to "here's what it does to home values." That is not really the point for someone who already lives here. The point is that the daily geography of Farr West is being redrawn on a specific piece of ground you already drive past.

A few practical takeaways for a current resident:

  1. If you use the 2700 North offramp during rush hour, expect construction staging to intrude by late fall. Build a Pleasant View alternate into your commute now, before you need it.
  2. The new road connecting the Landing to Pleasant View will change which cross streets get busy. If you live on 2000 West or 1900 West between 2000 North and 2700 North, the character of your street is not the same after that road opens.
  3. The retail mix is not final. Only Target has a hard commitment. Olive Garden, LongHorn, and In-N-Out are still in negotiation. Do not plan a birthday dinner around any of the three until a sign goes up.
  4. Sales tax revenue starts flowing to the city on day one under the revised agreement, not after a deferral period. If you attend City Council meetings, that is the line item to watch when the road maintenance and parks budgets come up next cycle.

Farr West spent a long time as the drive-through between Plain City and Pleasant View. It is becoming a place people stop on purpose, and the corner of 2700 North and I-15 is where that shift is being poured, framed, and paved this year.
